The head of the Arab Unification Party and former minister, Wi\u2019am Wahhab, published on his social media account details of the Paris agreements, which came as follows:<\/p>\n

The \u201cSouthern Project\u201d File:<\/h3>\n

Quneitra:<\/strong> A demilitarized disengagement zone free of heavy weapons, under European guarantees, to be transformed into an international monitoring center.
Daraa:<\/strong> \u062a\u062b\u0628\u064a\u062a local forces within the \u201cNational Security\u201d framework and the withdrawal of heavy units outside cities.
Objective:<\/strong> To transform southern Syria into a secure \u201cgreen zone,\u201d economically viable and capable of attracting Arab investments under internationally monitored security calm.<\/p>\n

Border Crossings File:<\/h3>\n

A project to form a \u201ctripartite technical force\u201d to manage the Nasib border crossing and customs between Syria and Jordan, with the participation of a European technical team.
The European team would oversee scanners and cameras to prevent the smuggling of Captagon and weapons\u2014this being a key condition for reopening trade with the Gulf and Europe.<\/p>\n

Suwayda File:<\/h3>\n

The governorate remains sovereignly part of the Syrian state, but has obtained \u201cbroad administrative autonomy\u201d under the Paris understandings.
Resources (basalt and gas) remain state property, but with a development share of 30\u201340% going directly to Suwayda\u2019s treasury for reconstruction and service improvement.<\/p>\n

Prime Ministership File:<\/h3>\n

The direction is toward forming a technocratic government to ensure donor confidence, with an international veto on any figure from the old guard prior to 2024.
Proposed names:<\/strong>
\u2013 Dr. Nidal Al-Shaar (the strongest economic candidate)
\u2013 Dr. Abeer Hinni (a new academic face)
\u2013 Judge Anwar Majni (if priority is given to the rule of law)<\/p>\n

Financial Sovereignty File:<\/h3>\n

Linking the Central Bank to the SWIFT system in exchange for transparency, and adopting a unified Syrian pound as the sole trading instrument to ensure national unity.<\/p>\n

Aleppo Countryside File:<\/h3>\n

The Syrian army will establish its positions in Deir Hafir and Maskanah. The message is clear: sovereignty over the M4 and M5 highways belongs exclusively to the state, with no acceptance of armed administrations.<\/p>\n

Reconstruction and Energy File:<\/h3>\n

Entry of European companies such as \u201cTotal\u201d to rehabilitate gas fields and the Arab Gas Pipeline, aiming to secure stable electricity within six months.<\/p>\n

Administrative Decentralization File:<\/h3>\n

Generalizing the Suwayda model to other governorates, with elected local councils managing budgets and services to ease the burden on the central government.<\/p>\n

Return File:<\/h3>\n

Establishing protection offices under the supervision of the Red Cross and UN organizations to ensure the safety of returnees and prevent security persecution.<\/p>\n

The Most Dangerous File: Detainees<\/h3>\n

No international recognition and no funds without \u201cclearing the prisons.\u201d France informed the Syrian delegation that a general amnesty is Europe\u2019s key.
Recent arrests of employees and ordinary citizens in Damascus and Aleppo were considered a \u201cred line.\u201d The Euro-Mediterranean Observatory has submitted documentation of these cases to Paris.
Demand:<\/strong> Immediate release of newly detained individuals and the formation of an independent judicial committee, as the continuation of the security approach could undermine the Paris understandings.<\/p>\n

Current Stage:<\/h3>\n

The Syrian delegation is carrying an unsigned draft agreement, which will be presented in Damascus to Ahmad Al-Sharaa and the leadership for a final decision.
Paris sources expect an official agreement within 48\u201372 hours, provided there is no field escalation\u2014particularly in the Aleppo countryside\u2014that could collapse the negotiating table.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n
